When should you avoid multi-stage builds?

Multi-stage builds are the default advice now. Are there cases where a single stage is actually better?

Interpreted languages with native extensions. Copying site-packages between stages gets fragile fast.

Dev images. You want the compilers and tools there anyway, so the extra stage only adds complexity.
